For the Sport, For the Players, By the Players

The federation is the consummation of 5 years of relentless pursuance with the Ministry of Youth and Sports Malaysia. Once established, the federation will carry out numerous initiatives that are greatly relevant to the sport of paintball – initiatives that thus far we have been unable to resolve without an official voice.
The MPBF will be a true federation in every sense of the word.

It will:
i. Be free of all business activities
ii. Be non-profit
iii. Have no accumulation of assets
iv. Preserve all the positive aspects of a commercially-driven sport


IMMEDIATE GOALS

I) LEGALIZATION – NO MORE GREY AREAS
i. To get proper recognition for paintball markers as sports equipment, and not firearms.
ii. To enable proper licensing of paintball centres.
iii. To enable legal individual ownership of markers by players.
iv. To get tax exemptions for the importation of paintball equipment and gear.

II) PAINTBALL INTO THE MAINSTREAM SPORT ACCEPTANCE
i. To acquire proper recognition from all government departments and agencies.
ii. To ensure that the masses are aware of paintball as a mainstream sport.

III) GRASSROOT PROGRAMS
i. To establish and ensure grassroot initiatives are carried out by the paintball community. Programs will be planned and delegated to clubs to be carried out commercially or otherwise. E.g. Paintball clinics, kids programs, etc.

IV) SAFETY & CODE OF CONDUCT PROGRAMS
i. To ensure that the basic safety guidelines are established for players, fields, and events. These guidelines will be basic in nature, and will not be a hindrance to anyone entering the sport or the industry.

CRITICAL SUCCESS FACTORS
i. Proper selection of and cooperation from all invited interim committee members.
ii. Proper drafting of the constitution of the Federation.
iii. Funding and time from the members of the interim committee.
iv. The want to be represented by a federation that will be open, transparent, and free from abuse.

PROPOSED TIMELINE
I. 27 March 2010 – Presentation of the finalized Constitution
II. 9 October 2010 – First AGM and Elections for the office bearers

Why eight (8) months to elections?

i. To set the groundwork to resolve licensing issues, and to ensure proper recognition of paintball as a mainstream sport.
ii. To give clubs and state associations sufficient time to get their accounts and committees in order.

PROPOSED STRUCTURE
i. There will be a total of 17 seats in the committee, consisting of one seat for each of the 14 state associations, and one (1) seat each for the vendors, promoters, and field operators committees.

PROPOSED ELECTION MECHANICS
i. Elections will be held every two (2) years.
ii. Presidents are only allowed to be elected for a total of two (2) terms, after which they are not eligible for re-election.

PROPOSED KEY AMENDMENTS TO THE CONSTITUTION

The Federation:
i. Shall not engage in any business activity or be connected to any business entity.
ii. Will not retain funds exceeding what is required to operate for two (2) years.
iii. Shall own no assets other than what is necessary to function as a Federation.
