PERSEKUTUAN PAINTBALL MALAYSIA (MPBF)
Majukan Sukan Untuk Pemain, Oleh Pemain

Persekutuan Paintball Malaysia merupakan hasil usaha berterusan selama lima (5) tahun dengan Kementrian Belia dan Sukan Malaysia. Pertubuhan MPBF akan melaksanakan inisiatif-inisiatif yang penting kepada sukan paintball – kebanyakan yang sehingga kini tidak dapat diselesaikan tanpa suara rasmi. 

MPBF akan menjadi persekutuan yang tulen dari semua sudut.

Ia akan menjadi organisasi:
- Yang bebas dari aktiviti perniagaan
- Tanpa untung
- Tanpa pengumpulan aset
- Mengekalkan aspek-aspek positif sukan komersial


PENCAPAIAN SEGERA
I) PENGESAHAN – TIADA LAGI KERAGUAN
i. Untuk mendapatkan pengakuan kesahan marker paintball sebagai alat sukan, dan bukan senjata api.
ii. Untuk membolehkan lesen sah untuk pusat-pusat paintball.
iii. Untuk membolehkan pemain paintball untuk memiliki lesen individu sah untuk marker paintball.
iv. Untuk mendapatkan pengecualian dari cukai ke atas barangan paintball yang diimpot.

II) PAINTBALL UNTUK DITERIMA SEBAGAI SUKAN TERAS
i. Untuk mendapatkan penerimaan sah dari semua jabatan dan agensi kerajaan.
ii. Untuk memastikan paintball dikenal sebagai sukan teras kepada kesemua.

III) PROGRAM AKAR UMBI
i. Untuk menubuhkan inisiatif akar umbi dan memastikan ia dilaksanakan oleh komuniti paintball. Program-program akan dirancangkan dan diedarkan kepada kelab-kelab untuk dilaksanakan secara komersial atau secara lain. Contoh: Klinik Paintball, Program Kanak-kanak, etc.

IV) PROGRAM KESELAMATAN & PANDUAN ETIKA
i. Untuk memastikan yang panduan asas keselamatan akan diselaraskan untuk para pemain, pusat paintball, dan acara-acara paintball. Panduan ini tidak akan menjadi batu halangan kepada sesiapa yang ingin menceburi sukan atau bidang paintball.

FAKTOR KEMAJUAN KRITIKAL
i. Menyempurnakan pemilihan dan kerjasama daripada semua ahli jawatankuasa interim yang dijemput.
ii. Menyempurnakan draf perlembagaan bagi Persekutuan tersebut.
iii. Usaha dari ahli jawatankuasa interim dari segi pembiayaan dan penglibatan.
iv. Keperluan untuk diwakili oleh persekutuan yang terbuka, telus, dan bebas dari penyalahgunaan kuasa.

JADUAL YANG DICADANGKAN
i. 27 March 2010 – Persembahan perlembagaan MBPF
ii. 9 October 2010 – AGM dan Pemilihan ahli jawatankuasa

Mengapakah lapan (8) bulan diperlukan untuk pemilihan?
i. Ini adalah untuk memastikan kerja-kerja awal untuk menyelesaikan isu-isu perlesenan dan untuk memastikan paintball diisytiharkan sebagai sukan teras.
ii. Bagi memberikan masa yang cukup kelab dan persatuan untuk menyelaraskan akaun dan keahlian.

STRUKTUR YANG DICADANGKAN
i. Jawatankuasa MPBF akan mempunyai tujuh belas (17) ahli – empat belas (14) ahli dari setiap persatuan negeri, dan tiga (3) ahli untuk mewakili para penjual, “promoter”, dan pengendali pusat-pusat paintball.

MEKANIK PEMILIHAN YANG DICADANGKAN
i. Pemilihan akan dilaksanakan setiap dua (2) tahun.
ii. Calon-calon untuk jawatan Presiden tidak boleh dipilih lebih dari dua (2) kali.

UNSUR PENTING UNTUK PERLEMBAGAAN PERSEKUTUAN MPBF
i. Tidak akan melakukan sebarang aktiviti perniagaan, atau mempunyai hubungan dengan sebarang perniagaan.
ii. Tabung dana MPBF tidak akan mempunyai lebih daripada apa yang diperlukan untuk beroperasi selama dua (2) tahun.
iii. Tidak akan memiliki aset-aset selain daripada apa yang diperlukan untuk berfungsi sebagai persekutuan.

Malaysia Paintball Federation (MPBF)
For the Sport, For the Players, By the Players

The federation is the consummation of 5 years of relentless pursuance with the Ministry of Youth and Sports Malaysia. Once established, the federation will carry out numerous initiatives that are greatly relevant to the sport of paintball – initiatives that thus far we have been unable to resolve without an official voice.
The MPBF will be a true federation in every sense of the word.

It will:
i. Be free of all business activities
ii. Be non-profit
iii. Have no accumulation of assets
iv. Preserve all the positive aspects of a commercially-driven sport


IMMEDIATE GOALS

I) LEGALIZATION – NO MORE GREY AREAS
i. To get proper recognition for paintball markers as sports equipment, and not firearms.
ii. To enable proper licensing of paintball centres.
iii. To enable legal individual ownership of markers by players.
iv. To get tax exemptions for the importation of paintball equipment and gear.

II) PAINTBALL INTO THE MAINSTREAM SPORT ACCEPTANCE
i. To acquire proper recognition from all government departments and agencies.
ii. To ensure that the masses are aware of paintball as a mainstream sport.

III) GRASSROOT PROGRAMS
i. To establish and ensure grassroot initiatives are carried out by the paintball community. Programs will be planned and delegated to clubs to be carried out commercially or otherwise. E.g. Paintball clinics, kids programs, etc.

IV) SAFETY & CODE OF CONDUCT PROGRAMS
i. To ensure that the basic safety guidelines are established for players, fields, and events. These guidelines will be basic in nature, and will not be a hindrance to anyone entering the sport or the industry.

CRITICAL SUCCESS FACTORS
i. Proper selection of and cooperation from all invited interim committee members.
ii. Proper drafting of the constitution of the Federation.
iii. Funding and time from the members of the interim committee.
iv. The want to be represented by a federation that will be open, transparent, and free from abuse.

PROPOSED TIMELINE
I. 27 March 2010 – Presentation of the finalized Constitution
II. 9 October 2010 – First AGM and Elections for the office bearers

Why eight (8) months to elections?
i. To set the groundwork to resolve licensing issues, and to ensure proper recognition of paintball as a mainstream sport.
ii. To give clubs and state associations sufficient time to get their accounts and committees in order.

PROPOSED STRUCTURE
i. There will be a total of 17 seats in the committee, consisting of one seat for each of the 14 state associations, and one (1) seat each for the vendors, promoters, and field operators committees.

PROPOSED ELECTION MECHANICS
i. Elections will be held every two (2) years.
ii. Presidents are only allowed to be elected for a total of two (2) terms, after which they are not eligible for re-election.

PROPOSED KEY AMENDMENTS TO THE CONSTITUTION

The Federation:
i. Shall not engage in any business activity or be connected to any business entity.
ii. Will not retain funds exceeding what is required to operate for two (2) years.
iii. Shall own no assets other than what is necessary to function as a Federation.

Directions to Dewan Perdana Institut Sukan Negara:

1. On the main road from Bukit Jalil heading towards Teknologi Park Malaysia (TPM), drive past Car Park 'C' signage on your left.

2. After passing by Car Park 'C' signage, you will see Kompleks Sukan Negara (MSN/ISN) signage on your left.


3. Drive past the KSN/MSN/ISN signage and turn left into the slip road immediately after that signage (Less than 5m). (Do not miss the slip road or else you will be heading towards TPM - Teknologi Park Malaysia).

4. At the slip road, drive over two (2) humps. The road will curve "S-bend" from right to left. You will see "Pintu F" on the right. On the left will be the National Stadium.

5. AT the "T" junction, turn right. You will see a large signboard "Bukan Sekadar Venue Untuk Sukan" in front of you as you make the right turn.

6. On your right will be the MSN office and on your left will be the National Aquatic Centre.

7. Go straight for 20m and pass the National Squash Centre and the Stadium Putra on your left.

8. After the National Squash Centre on your left, go straight for 10m and you will see Pintu C on your right.

9. Go straight in (10m) and you will pass by the athlete's hostel on your right.

10. Park your car once you sight this building on your right.
